CompatHelper: bump compat for ColorVectorSpace to 0.11, (keep existing compat)

This pull request changes the compat entry for the ColorVectorSpace package from 0.9, 0.10 to 0.9, 0.10, 0.11. This keeps the compat entries for earlier versions.
