Add support for SVN installed in WSL

An additional option for Windows users to configure this extension to use the SVN installation from their WSL environment. To avoid conflict, this option cannot be enabled with the TortoiseSVN option.

An example implementation for this is from the vscode-shellcheck, wherein the extension calls the ShellCheck executable from WSL.
