It seems to be a variation of Trojan: https://github.com/ihciah/shadow-tls

What this is providing is proxying over TLS. There are many other options to do proxying over TLS. Why is this better?

Shadow-TLS is not currently blocked by firewalls, and the shadowsocks protocol is currently blocked after about five minutes of running.
