MacOS menu options are now only accessible from the dock, rather than the menu bar.
Is there an existing issue that is already proposing this?

What are you trying to do? What is your use case?
The new Outline client works as an app instead of a menu bar item, i.e. with a full window and present in both the Dock and the menu bar. The menu bar item is useless because it doesn't provide any functionality that isn't present in the Dock and the Dock item has to be in the Dock essentially at all times — the previous configuration was much cleaner, in my opinion.

Add an option to hide Outline from the Dock. Better yet, add an option to do that and go back to the previous window style (or implement #2509).

I would roll back to 1.15.1 but that's not possible to do without building it from source myself.

I agree with you 😀 I think it should have two options 'Menu Bar Mode' and 'Movable Window Mode'

Just move the Outline app back to the menu bar if you cannot hide it from the dock. We don't need the app to be in the dock, it's just added an extra app in my cmd+tab list that is essentially useless when closed and cannot be removed.
My one cent to the Outline authors: Please don't create solutions for problems that don't exist. :)
Another suggestion would be:
Left click to Outline menu bar icon: Open the app. When the user clicks the (x) button on the window, minimize the app to the menu bar, and hide the dock icon. Right click to Outline menu bar icon: Open dropdown menu with options to quit the app, open the app.
This is a side-effect of our migration to Mac Catalyst, which enables us to use cordova-ios, and stop relying on the long unmaintained cordova-osx. We can't go back.
I believe we had difficulties making the popup work, so it didn't happen. Contributors are welcome to make an implementation proposal for consideration. Also consider additions to the menu.
I want to point out that the new UI did address a long-standing UX issue: users would open the app and see nothing new on the screen. With the window open and the icon on the dock, that is solved. Proposals will have to take that into account.
But I agree that the dock icon shouldn't show when the window is closed. I imagine that's easier to fix, and we welcome a contribution.

I also prefer the previous behavior where Outline only appeared in the menu bar. The Dock icon clutters the workspace, and the menu bar icon now has no real functionality. I would really appreciate an option to hide Outline from the Dock or restore the old menu bar-only interface.
the solution that i found for myself is to use https://github.com/vpukhanov/vipinator, then i don't need to open Outline app, to turn on/off outline vpn.
