General Failure after putting in phone number.

SDA says General Failure from Steam when I input phone number.

I also had that error but ended up fixing it. So, basically when you add your number don't click on "ok" but instead head over your email and confirm the email link that says "Adding a phone number to your Steam account". Afterwards, click on "ok" and it should work. Hopefully that helps. I kept clicking on "ok" and got that error but once I did that I mentioned it worked.

I had the same issues. After some investigation, it turned out, that I had family view enabled on Steam. After disabling it, I was able to add the authenticator.

For those who got this error while never having family view on try restarting SDA and wait like 30 seconds between the confirmation email and clicking ok in SDA.
