Zoom in/out, pan, scroll enhancement for multiple resource views

New hotkey combinations to enable navigation operations apply to all views. <SHIFT>+ u : Display the utilization inspector for all resource views <SHIFT>+ v : Display the utilization inspector (values) for all resource views NOTE: the 'u' and 'v' keys will now only show the value inspector for the current view the mouse is in. <SHIFT>+ left mouse button : Zoom in area for all resource views <SHIFT>+ right mouse button : Zoom all for all resource views <SHIFT> + mouse wheel : Scroll horizontal for all resource views <SHIFT> + <CTRL> + mouse wheel : zoom in/out for all resource views
