Add user preference to enable automatic axis scaling during monitoring or capture

During periods where resource utilization is low, it is difficult to determine just how low it is if the utilization scale is always fixed from 0 ~ 100 % A new user preference will allow the scale to automatically adjusted based on the total visible period.

True auto-scaling has not been added, however the protocol RTT value will scale based on the maximum latency.
