[FEATURE] Alert User When X % of the Budget Has Been Used

What do you want to be added or improved?

As a user I want to see an option that, when enabled, would alert me when I've used up, say, 80% of the budget. (Or maybe instead of presenting it as an option, just make it something that Ivy does automatically because who wouldn't want to receive such a warning, right?)

Why do you need it?

I think this would be a useful feature because, as of Oct 24, the 'Budget' feature is a bit out of the way. As a result, it's easy to forget about the budget(s) one has created and, consequently, exceed the limit.

How do you imagine it?

After a user launches the app, show a small red circle beside the 'v' icon near the top-right corner. Next, show the same red circle next to 'Budgets'. Inside 'Budgets', you could display a text like 'Warning! 80% of the Budget Used' next to the relevant budget.
