Feature suggestion: Buyer should be able to create an offer they are willing to acquire a Data NFT for.

Currently, only Owners can list offers.

Provision is required for potential buyers to also list an offer they are willing to acquire an NFT for.

For instance, there is an offer listed for 500 Itheum for a user to procure. However, the user is willing to spend 400 Itheum. They should have the option to list this proposed offer.
