Can you upload hw.dll from your Half-Life folder? It's next to hl.exe.

Engine version is fine, so I suspect your GameUI.dll (which is in valve\cl_dlls) has been modified in some way. You could either verify integrity in Steam (which will also uninstall HLFixes) or put --no-music-fix in your launch options for Counter-Strike.

Half life Game UI.zip I tried and unfortunately it didn't work, here GameUi if you want to take a look, I use the legacy version for compatibility reasons

Your GameUI.dll is also fine. I'm not sure what the problem is, unless something else is injecting into the game. Putting --no-music-fix (note the two dashes at the start) in the launch options should silence the warning.

This was caused by CS 1.6 attempting to load GameUI.dll after it had already been loaded, which causes HLFixes to try to hook into it again, which fails since a hook already exists.
