Question about training and processess mentioned in pattern: "change-the-developers-mindset.md"

Hello, In the section of Forces, 2 forces listed below are mentioned.

• No formal training exists.

• Processes are not clearly defined.

  I'd like to know what the "training" and "processes" referred to? Does "training " refer to the training about the shared repositories? Does "processes" refer to the processes about how to contribute to the shared repositories?

This pattern draft was created at an InnerSource Summit in 2017, so quite some time ago. Unfortunately we don't have an author listed on the pattern either. So we don't have anybody to reach out to directly.
