Empty project should have flag that will allow skipping creation of the home page

Description

When creating an empty project it should be possible to create a project without the home page. This is needed for the CodeGen where currently the home page is removed.

If possible remove assets, currently done by the CodeGen: https://infragistics.visualstudio.com/CodeGen/_git/CodeGen/pullrequest/7219
