These are new useful modules that will be added, as Hima will work with Petros/Bhatta to find an owner. David will copy them to outer repo, after they have been tested/documented by the owner in the inner repo.

I assume the header/footer removal in code refers to copyright and license, which is addressed by #332. For boilerplate removal in code, if we find an owner that creates a corresponding transform in the inner repo, we can then consider moving it to the outer repo. Until then, this is a low priority.
