Unable to scroll sub-menu list that is much larger than screen height

Description

Under Query > Editor commands, if I counted right, there are 75 items off screen that I can't see. I counted how many ⬆ I had to do from the first item None before the wrap up came back up to the last item that I can see Delete last char (BkSp). I tried using the keyboard arrow keys and the mouse scroll to no avail.

Expand sub-menu Query > Editor commands. Confirm whether you can or cannot see all options by wrapping up/down or trying to scroll with the mouse if the menu takes all of the screen height.

That's an issue only when using a non-default theme (like the dark ones). Using the Windows theme, the menu shows arrows at the top and bottom which you can click to scroll:
