Add Antarctica "True South" flag

The True South flag is a popular flag representing Antarctica which I think would be a good inclusion. Perhaps something like this: aq-true_south

Hi @shankarsivarajan, thanks for the suggestion. I'm guessing you just watched CGP Grey's new video. I'll work on adding this flag soon.

For the record, a slightly different design (using a darker blue, as shown above) had been previously proposed in https://github.com/HatScripts/circle-flags/pull/84.

The change in colors was to fit the project's palette. I do wonder, though, if we shouldn't use the dark blue as seen in the Chad flag (see https://github.com/HatScripts/circle-flags/issues/8#issuecomment-643786984). Are you planning to move off of those extra colors, @HatScripts?

I second the suggestion that the blue be darker; I think it's supposed to evoke the darkness of the Antarctic winter.

If you don't want to use the dark blue, perhaps black?
