minTime option is not working with showTimeInput

Describe the bug When using showTimeInput options and setting up minTime it is not respected in the same way as when using showTimeSelect.

Expected behavior When minTime is set the time(hour/minute) options below must be grayed out and disabled. If manually entered time that is less then minTime perhaps the widget should 'reset' time to current hour and minute.

Same issue here, can't change minTime dynamically based on selected day... a bit annoying. Why it isn't supported since we can have dynamic min and max datetime ?
