Airflow v3 user creation command fails

@mrbungie may I ask how you added the `AIRFLOW__CORE__AUTH_MANAGER` env variable? Did you add it through the `extraEnv:`/`extraEnvFrom`, or through the `config.core:` section (or any other way)?
