Show "tags" in the web map

Currently the tags attached to a capture are mainly used to work internally in the admin panel. We would need a way to attach public facing tags. This could be as simple as having two tag selections in the admin panel (one public one private) and extend the legacy (tree_tag) and V2 (capture_tag) by one column called visibility

The the plan on implementing the public tag on admin panel, we need to do that first right?
