[gpu] ml-on-gcp repo (gpu metrics dependency) to be archived

The ml-on-gcp repo is going to be archived soon due to inactivity. This repo is still being used for GPU metrics here so wanted to flag this. This won't be breaking but the repo won't be able to receive further updates.
