WIP: use trace as SoT for render blocking requests

The CL fixed the bug where Chrome would mark disabled stylesheets as render blocking (only ToT rn): https://chromium-review.googlesource.com/c/chromium/src/+/5208571

This means we should be able to use the renderBlocking signal in the trace as the source of truth for render blocking requests. Let's see how we do...
