FIO: Sign transaction screen pops up under other windows

Depending on what other apps you have open, the Scatter transaction signing screen opens beneath other windows. This makes it look like Scatter is freezing up as it is not obvious that the signing window opened.

This is a known bug with MacOS, but we might be able to alleviate some of the problems. Does this only happen with Scatter internal popups? (Like transfer from within the wallet, etc) or does it also happen with external applications?
