Statically.io CDN fails on every other request

Behavior:

• I've noticed that our experiment has been "freezing" (only the HTML loads, but no other assets).
• It happens c. 50% of time and sometimes a refresh can solve it; it happens 100% of the time when I open an incognito window
• It happens only if env()==prod

Solution: switch to env="dev" to load all assets locally.

Stipple/Genie code seems perfectly correct, it might be a vendor issue. When it happens, it happens to 80% of the files (not all, some usually load). It's inconsistent.
