(Temporarily) Merge in some code for mavenization, then factor out again

This is for speeding up the mavenization and getting rid of some obstacles quickly: the LearningFramework depends on a couple of libraries which would have to be available on Maven Central. For now we just merge the code into this repository to avoid the complications.

Most of what gets merged should eventually get removed and maintained as its own mavenized library. This issue will be kept open until all that is finished.
