After make install I get:

vagrant@vagrant-ubuntu:/vagrant/HaLVM/examples/Core/LoopThreads$ halvm-ghc-pkg recache
ghc-pkg: /usr/local/lib/HaLVM-2.0.0/package.conf.d/package.cache: you don't have permission to modify this file

sudo `which halvm-ghc-pkg` recache
