Includes links to our discussion board and matrix room when opening an issue

Could you please add a note to the Matrix community that people should report bugs and request features on GitHub and not in the Matrix room.

It says start a discussion and ask a question to me this refers to an action but im directed to the main overview page for those discussions instead of opening one like with issues.

I agree that we should lead them to those pages first so they can check if topic already exists but the wording might need to be changed. Open for other opinions though.

Edit: Maybe also add a links to our documentation and weblate?

Changed almost all the headers. This is based on the current structure of the default GH headers.

e.g.

Subject: Bug report Description of subject: bug report description

So i tried to do the same.
