I apologize for the lack of explaining the situation. It appears that there's an issue with the link provided on the README.md under the Installing and using FreeTakServer section to Free TAK Server. The link seems to be broken. You can find the correct link for installation here that is linked to the README:

I believe the plan is to replace all the user oriented documentation from the projects with developer oriented documentation. All of the user oriented documentation will be in FreeTAKServer-User-Docs. Take a look at https://github.com/FreeTAKTeam/FreeTAKHub-Installation as an example.
