This is a big bunch of improvements.

One change afflicts the build. https://babeloff.github.io/FreeTAKServer-User-Docs/HowToHelp/WriteDocumentation/#github-pages

Rather than having proj-root/docs/docs/* one of the docs directories has been removed. This changes the github pages to work from the root directory rather than root/docs.

The ability to view the documentation in a fork makes it less dangerous to accept pull requests as the document can be reviewed before release. Should there be an official beta fork?
