Flow Launcher on top of Shell

When the Start Menu, Action Center, or Notification Center is open, I still want the tool to have preference, appear on top of those elements and have typing priveleges. The "On top" only works for applications.

Also while you are at it, if it can open as soon as one starts typing in the Start Menu, closing the Start Menu and opening Flow Launcher.
