Migrate data files to alternative repo

I intend to refactor the data files into a separate repo (https://github.com/KTDataCollective/KT21_Factions) for collaborative maintenance, and probably convert them to JSON at the same time so they can be reused more easily by other applications.

The motivation for this is partly out of altruism for the other Kill Team apps out there, but also to avoid copyright strikes taking out this entire repo, should GW decide to do such a thing.
