Tells me to use command line even though I am using command line?

I've used the regionfixer.py and regionfixer.py -p 4 --delete-corrupted but in both cases got the same error telling me "Minecraft Region Fixer is a command line application and you have just double clicked it. If you really want to run the command line interface you have to use a command prompt. Run cmd.exe in the run window." I used the CMD line though?

This is the second time that something like that happens (at least the second time that was reported). Please give a look to issue #82. Yoy could try to do that code change but in line 365 of regionfixer.py.
