Debian 9 cannot get watch to work at all

I have tried multiple ways of trying to implement the watch flag and it has never worked. Is there an odd trick to it?

--watch .
--watch /home/process/watch

All say going to watch mode, but never process a file. I have even 'touched' the file after starting the process.

Have you tried using the latest git build?

Sorry i forgot to update this. The latest does not help. Still is not continuing with the watch flag and added files.
