I have checked a few FDP's and their is an inconsistent usage of this term : [dcterms:identifier]. Would be grateful, if you can provide clear guidance on the same, for linkability and persistence perspectives for Catalogs and Datasets.
Examples :
FAIR Data Point (utwente.nl) https://w3id.org/ontouml-models/catalog/b663ca18-8085-44a7-bcfe-2c2b5ba1faa8 a dcat:Resource, dcat:Catalog, dcat:Dataset; dcterms:accessRights http://publications.europa.eu/resource/authority/access-right/PUBLIC; dcterms:identifier https://w3id.org/ontouml-models^^xsd:anyURI;
When we create a catalog, do both of these id’s need to be same ? and to uniquely identify a catalog ?
