Unable to create DHCP service with AS3

I'm missing a way to create a DHCP type virtal server/listener with AS3.

Have support for this type of virtual server

Describe alternatives you've considered

Using it in /Common is not always an option when supporting multiple tenants/networks with different dhcp servers.
