Unable to set "Max Active Handshakes" in SSL Client Profiles

Is your feature request related to a problem? Please describe.

F5 Technical Support recommended to us that we set a reasonable value for the max simultaneous SSL handshakes we expect for a Virtual Server, as described here: https://my.f5.com/manage/s/article/K83167850

We use AS3 to configure SSL Client Profiles. The Max Active Handshakes Client SSL profile setting doesn't appear to be a property in AS3.

Add the "Max Active Handshakes" property to SSL Client Profiles.

Describe alternatives you've considered

We'll put the SSL Profile in /Common for now.
