Add support for GTM monitors of type Oracle

We have requirements to automate the deployment of GTM configuration that include the use of monitors of type Oracle. From our initial proof of concept, it appears the only part missing in AS3 is the capacity of creating the monitor in the same declaration.

Add support for GTM monitors of type Oracle in AS3

Describe alternatives you've considered

We could pre provision the monitor manually, or with the help of some other automation tool to then refer to it inside the AS3 declaration but that opens up a whole other set of issues. We would much prefer have it as part of the app service declaration.
