BIG-IQ AS3 response always shows "success"

• BIG-IP Version: 14.1
• BIG-IQ V: 7

Summary

When sending a declaration to BIG-IQ the response always comes back as "success" even if there was no change. Behavior on BIG-IP will show "no change" allowing the user to know if action was taken. This is especially useful in integrations that expect idempotency and report based on changes.

Steps To Reproduce

Steps to reproduce the behavior:

1. Send any app declaration to BIG-IQ

2. Send the same declaration again

3. View response code

4. Observe the following error response: Always shows "success" for given tenant

Expected Behavior

Same behavior as direct to BIG-IP with a status of "no change"

Actual Behavior

Always shows "success" for given tenant
