added eks cluster creation module

@ayansen is k8s creation module just a helper / available for someone to use? Or are you planning to provide scripts to use them to launch a EKS cluster?

@mchandramouli this is just a module where people can choose between eks and kops, haven't added the script to use it yet. Since kops cluster is harder to maintain, if eks module works well for the haystack usecases we would eventually delete the kops module
