10.7.1 ArcGIS, trying to run Download,Extract Symbolize. Tool fully runs but I am getting empty an empty feature dataset. The only errors I'm seeing in the geoprocessing tool is "the process did not execute because the precondition is false".

Could you please post the full set of geoprocessing messages the tool is producing? It will provide us with some clues about what might be going on.
