Add details callout to `PopupView` charts

Isssue

Similar to ArcGIS Online, the PopupView charts should show some sort of "callout" view that displays the details of a given chart slice, bar, etc. when it is tapped on/hovered over. See related https://github.com/Esri/arcgis-maps-sdk-swift-toolkit/pull/1278#issuecomment-3185750035.
