[Metrics] - Add metrics for version

What is this task and why do we need to work on it?

We'd like to have metrics to track upgrades, which should include the decided_upgrade_certificate and version. Ideally these would be viewable at e.g. localhost/v0/status/decided-upgrade-certificate
