[REPO] - Run CI with the `dependency-task` feature

What is this task and why do we need to work on it?

We added a dependency-task feature for code related to the quorum proposal and vote tasks. It's not fully integrated with other tasks and we are currently still use the old consensus task. However, we should enable CI to at least build and do fmt and lint checks with the dependency-task feature.
