#2358 tracks implementation tasks for upgradability. With most of this implemented, we would like to write tests to ensure the upgrade process works as expected.

What are the acceptance criteria to close this issue?

Minimally, we need a test that actually performs a trivial upgrade (e.g. bumping version number) that passes.
