Packman produces no files

This was supposedly fixed in https://github.com/Embarcadero/Dev-Cpp/pull/86 but I am still seeing this on version 6.3

Using Package Manager to install packages produces no files, necessitating manually extracting the package with 7zip. Before manual installation, the "Verify" button produces a dialog that says that all the files are missing. After manual installation, the "Verify" button produces a dialog that says no files are missing.

Package Manager can successfully delete the files after manually installing the package, however.
