E3 c v3 name entity recognition

A name entity recognition task over E3c V.3 dataset. it is consisting of six languages encompassing Italian, English, Slovak, Slovenian, Greek and Polish.

And I noticed the README is for Evillita. Could you update it to describe your tasks and benchmark? We have a template here

should we close #2806? Looks like all the additions in that are included in this PR as well
