Card Emulation (HCE) for Android and iOS

Is there currently a way, emulating a nfc card? My goal is, emulating a nfc card with android/ios so a nfc reader can recognize and trigger some actions under defined conditions.

If HCE isn't supported, it would be nice see it as a new feature. Would be nice for many situations (access control for example)
