Kannada Docs (Waiting for resources)

I've added HOWTO, CONTRIBUTING and CODE OF CONDUCT in Kannada.

Since Kannada is the most prominent language in South India and will enable other people to easily understand the work this PR does.

Checklist:

See if your Kannada speaking friends know of courses or books in Kannada! (Use a separate PR for them if you find some.)

But, it's obvious that only a native speaker will refer to these kannada documents, so why would they need a resource to read it?

And if still it is needed, in which folder should I add them??

Hello @RiyaBhaskar12 didi! I have found some resources in Kannada. I cannot add them myself as I am not a Kannada speaker. I think it resources in Kannada will be helpful given it is a major language in the South-West India.

This link is of a YouTube channel containing playlists of various programming language courses: https://www.youtube.com/@EngineeringinKannada/playlists

These resources are from a channel which ranks among the top results when searching for programming resources in Kannada on Google.
