Angular is a JavaScript framework, placing it under the JavaScript section keeps similar technologies together, makes it easier for users to find related resources. This change improves the overall flow and consistency of index structure.

Take a look in closed issues/PRs. there was a discussion about Angular vs. Angular.js and where it should go.
