Define and test CLM_USRDAT_NAME, NEONSITE, and PLUMBER2SITE in CDEPS rather than CTSM

Currently, CLM_USRDAT_NAME, NEONSITE, and PLUMBER2SITE are defined in CTSM. These variables should be moved to CDEPS in order to enable testing on CDEPS and not just in CLM, which would make testing for run_tower more streamlined.
