fox cmake build prevents create_test from another users directory

I tried to create a case from another users source and ran into an error building cdeps. I'm still trying to locate the source of the issue.

Stream srcfiles are dshr_methods_mod.F90;dshr_strdata_mod.F90;dshr_stream_mod.F90;dshr_tinterp_mod.F90
