cdeps1.0.32 causes all of the cdeps aux tests to fail

All of the aux_cdeps tests are now failing with this PR. It seems that the aux tests were not run as part of the PR. So this needs to be backed out for now - and certainly before cesm2_3_beta17 is made.

I agree - this needs more testing. I will revert the PR. @fischer-ncar Please update your cdeps and retest.
